The Ministry of Transport of the Russian Federation has proposed establishing a new class of airspace for civilian drones — Class H, which will operate at altitudes up to 150 meters. The corresponding draft law has been posted on the portal of draft legal acts.
Within the new class, drone flights will not be echeloned, and the presence of constant two-way radio communication with air traffic control authorities will not be required. Flights in Class H are permitted at speeds no greater than 450 km/h. No permission to use airspace will be required for their execution.
In addition, the Ministry of Transport proposes to establish flight routes for drones in Class G airspace, starting from an altitude of 150 meters and above, with a width of 4 km. Light aircraft (ultralight airplanes, helicopters, and autogyros) will fly in Class G. Manned aviation will be allowed to cross drone routes according to visual flight rules, and drone routes will be published by Rosaviatsiya in aeronautical information documents.
All Russian or foreign drones are planned to be equipped with a remote identification system. This proposal came from the Ministry of Industry and Trade of the Russian Federation. In the near future, the ministry will familiarize manufacturers with tracker samples and provide recommendations for their installation.
Manufacturers and owners of UAVs will be required to install the system by March 1, 2026.
