Ministry of Digital Affairs Proposes Lowering Rates for Telecom Equipment Placement on State-Owned Properties

Preferential rates for telecom operators could be a step towards improving infrastructure or a threat to fair competition

The Ministry of Digital Development, Communications and Mass Media of Russia plans to introduce preferential rates for telecom operators for the placement of telecommunications equipment on state and municipal property. The fact is that up to 30% of operators' costs are related to the rental of such facilities. Industry experts warn that this may create unequal conditions for private landlords.

A bill that simplifies the installation of equipment on state-owned facilities is being prepared for consideration in the second reading in the State Duma. Initially, the ministry proposed to completely abolish the fee, but this measure was not agreed with the FAS. Now, the option of introducing preferential rates is being considered. Deputies have not yet decided on tariffs.

The FAS supports simplifying access to state property for operators, emphasizing the importance of transparent conditions for equipment placement. Telecom operators advocate for the unification of rules.

According to telecom analyst Alexey Slukin, current rates for equipment on state and municipal property may vary depending on the location, and the requirements for telecom operators may differ even within the same city. Unified rules will simplify the work.
