A bill on the use of artificial intelligence in legal proceedings is planned to be submitted to the State Duma for consideration. At the first stage, AI may be allowed to process simple documents, and then mass cases - from divorces to debt collection.
In Russia, the number of cases considered has tripled in ten years - from 14 to 42 million. Judges spend a third of their working time studying materials and two-thirds writing decisions. That is why the professional community sees AI as an assistant that will free them from routine.
An experiment on automating undisputed cases is already underway in a third of Russian regions. AI successfully generates court orders, especially when there is no dispute about the law between the parties, and the amount of debt does not exceed the established threshold. The Council of Judges of the Russian Federation is ready to initiate changes to the legislation, which will be the first step towards recognizing AI in the judicial system.
Senator Artem Sheikin proposed a phased implementation of technologies: first, automation of entering information into databases, then recognition of documents, and finally, compilation of procedural documents for mass cases.
Despite the innovation, the main principle remains in the judicial system - only people will make decisions and verdicts. As the senator noted, even when creating an AI system based solely on data sanctioned by the Supreme Court, the key question remains open - who is responsible for the final decision?
Prosecutors also see AI as an assistant to reduce paperwork - they examine about a million regulatory acts for corruption annually. The Supreme Court pays special attention to ethical risks and the effectiveness of technologies in economic cases, of which 1.8 million are considered annually.
Lawyers are ready to participate in the process of introducing AI, emphasizing the importance of quality, safety and the possibility of rechecking results. They propose including them in the working group of the Council of Judges on technology development.
