Combating "Re-stickering": Russia to Introduce a Point System for Confirming the Status of Domestic Microchips

The new system is designed to prevent the "re-stickering" of imported chips and strengthen support for genuine domestic developments

Russia is introducing a point system to confirm the Russian status of microchips. The authorities' initiative aims to combat "re-stickering" — the practice of relabeling imported components.

The Russian government plans to replace the level-based assessment of integrated circuits (ICs) with a point system. According to the draft amendments, the status of "Russian" microchips will be assigned based on criteria such as: development in the country, the use of domestic software, and complex functional blocks (SF-blocks).

We have done this to support our integrated circuit manufacturers on the one hand, and to block unscrupulous colleagues who are engaged in re-stickering on the other
representative of the All-Russian Scientific Research Institute of Radioelectronics

Currently, ICs are divided into two levels. The first requires a full cycle of development and production in Russia without foreign circuit solutions. The second allows manufacturing in foreign factories, but subject to Russian design documentation.
