By 2030, all state and municipal institutions must fully switch to electronic document management

Electronic documents are becoming increasingly popular. In Russia, officials plan to fully switch to digital methods of work.

According to Dmitry Grigorenko, who heads the government apparatus, about 90% of documents in the government are now processed electronically. Five years ago, this figure was only 40%, and these were mainly scanned copies of paper documents.

However, since 2023, all documents and instructions have been monitored in the electronic document management system (EDMS). Previously, control was carried out on paper or through various departmental systems.

According to the government decree of March 16, 2024, all local authorities and state institutions must fully switch to EDMS by 2030.

For government structures, the use of EDMS is already mandatory: from 2025, all ministries and departments must implement it. In business, EDMS is used in 68% of companies.

It is most widespread in education (88%), healthcare (81%), metallurgy and energy (78% each). Among the regions of Russia, St. Petersburg (79.5%), Moscow (67%) and the Moscow region (68%) are the leaders.

What is the GosEDMS system

The GosEDMS system is used for the exchange of documents in electronic format between government bodies. One of its components is the electronic document management system (SED), which began its work on the platform of the government apparatus in 2023.

This system allows you to create documents directly in digital form, eliminating the need for their paper duplication. Currently, the division of the government apparatus receives documents for consideration in just one hour, and sending draft laws to the State Duma also takes only an hour.
