Key Challenges — Staff Shortages and Dependence on Imported Components

The Russian share of the medical equipment market in 2023 amounted to 25.4%, and in public procurement — about 28.5%, according to the Ministry of Industry and Trade. Key achievements include the production of X-ray machines and glucometers, but the production of complex equipment, such as MRI and CT scanners, remains import-dependent. Experts note that launching mass production of such devices takes about five years.

Russian developments include ventilators, monitors, ultrasound scanners, cardiology equipment, and some orthopedic products. However, a significant portion of products are manufactured using imported components. Problems remain with microelectronics, hydraulics, plastic, and biochemical elements.

As part of import substitution, pre-production prototypes of new devices are being created, including radiation therapy systems and hemodialysis machines. The Ministry of Industry and Trade and Rostec are actively developing cooperation with universities to train personnel and develop medical equipment. By 2030, it is planned to increase the share of Russian manufacturers by investing more than 10 billion rubles in the development of the industry. However, the industry faces a shortage of specialists capable of developing equipment that meets the needs of doctors and patients.
