New requirements for taxi drivers come into force on September 1, according to which they must issue a policy of mandatory insurance of the carrier's civil liability (OSGOP). This should ensure the protection of passengers during the trip. According to a letter from the Union of Users of Digital Platforms "Digital World", 75% of taxi drivers did not have time to fulfill the new requirements. It is claimed that only 25% of drivers, mainly from Moscow, have permission to work in a taxi.
The main problem is that to obtain permission, many conditions must be met, such as repainting cars in certain colors and having a waybill with medical and technical inspections. The infrastructure for fulfilling these conditions in the country is not sufficiently developed, which complicates the process for self-employed drivers.
In an interview with www1.ru, Ruslan, a representative of the Moscow taxi fleet, noted that many of the problems mentioned in the Izvestia article do not reflect the real situation. According to him, most passengers ordering a taxi through the Yandex aggregator are already insured in case of an accident. He also pointed out that the requirements for the color of cars and the availability of waybills, although they exist, are often not observed in practice, and fines for their violation may not always be effectively enforced.
The expert believes that the messages are related to the expected increase in taxi prices, especially in regions where tariffs are already higher than in Moscow. He suggests that statements by industry representatives may be preparation for raising tariffs.
