Major kicksharing services in Russia and Belarus have launched a Telegram bot called "Scooters: Public Control." The program will help collect reports related to violations by users of personal mobility devices (PMDs).
To send complaints to the bot, it is not necessary to provide a phone number. In the menu, you need to select the country, city, and category of violations. These include: improper riding, dangerous parking, and service malfunctions.
Next, you need to describe the type of violation, specify the name of the kicksharing operator, the scooter number, and the address where the violation was recorded.
The bot will determine which service the e-scooter belongs to:
It is enough to simply record the violation and send it to the bot. And it will directly determine which service the offender's scooter belongs to and, accordingly, transmit the information to that service.
After reviewing the complaint, the PMD violator will be fined. The account of an unscrupulous user may be deleted from the service application without the right to further rent e-scooters.
The reporting service has been operating in test mode since April of this year in 87 cities in Russia and in Minsk. During this time, 1.5 thousand reports of violations were received. Most often, they concerned improper parking, riding in pairs, and minors riding PMDs.
It is worth noting that the Russian authorities have submitted a bill providing for fines for PMD drivers for violating traffic rules. The initiative is currently under revision.
