This caused a decrease in oil refining at refineries and disrupted fuel supplies to consumers

Liquefied petroleum gas (LPG, for example, propane, butane) producers have experienced difficulties in shipping products to customers due to a shortage of tanks. A source in a large oil producing company said that the shortage of tank cars provoked a decrease in oil refining at refineries and disrupted fuel supplies to consumers.

In March, representatives of LUKOIL, Gazprom Neft, Tatneft and NOVATEK complained to the Russian government about the lack of tanks. The appeal stated that problems with the transportation of LPG could destabilize the fuel market.

Another informed source indicated that as of May, against the background of a shortage of tanks, companies cannot export more than 19 thousand tons of LPG. At the same time, the production of liquefied petroleum gases from January to March increased by 4.4%, to 3.3 million tons.

The increase in the cost of tanks

In 2018, a new LPG tank cost up to 3.8 million rubles excluding VAT. This year, the price exceeded 9 million rubles. In March, at a meeting at the Ministry of Industry and Trade, it was reported that the market lacks 3.6 thousand tanks. Taking into account the increase in oil refining in 2025, 41 thousand tanks will be needed for the transportation of LPG, and in 2026 — more than 42 thousand.

It is planned to write off 2.6 thousand tanks in the next three years. To solve this problem, oil and gas companies proposed extending their service life and adjusting the plans of tank manufacturers. However, the Ministry of Industry and Trade did not support this initiative.
