Russian military forces do not frequently use the Oreshnik ballistic missile, partly due to its high cost. This viewpoint was expressed by Deputy Andrey Kolesnik.
According to him, the use of "Oreshnik" is also not always expedient from a military point of view, given the availability of other types of high-precision weapons.
