The Russian Ministry of Digital Development is introducing ten types of security certificates starting March 1, 2027, Kommersant reports. The document details the work of the National Certification Authority (NCA) based at the Voskhod Research Institute and comes into force simultaneously with Federal Law No. 210-FZ. The reason for the reform is the mass revocation of foreign SSL/TLS certificates from Russian companies due to sanctions in the summer of 2026.

Currently, the NCA issues two types of TLS certificates free of charge: DV (domain validated) and OV (organization validated). From 2027, certificates for signing software code will be added, along with detailed requirements for root and intermediate certificates. According to Precert.ru, there are currently 14.1 thousand NCA certificates in use.

The Ministry of Digital Development explained to Kommersant that there will be no fundamental changes for businesses: the procedure for submitting applications and verifying documents will remain the same. RSA certificates will remain compatible with foreign browsers due to their inclusion in global CT logs. GOST versions will operate within the Russian crypto-circuit with mandatory linkage to specific SKZI classes. However, foreign OSes will not include Russian root certificates in their trust lists, so they will not be a full-fledged replacement for the global market.
