Deputies have proposed suspending the vehicle recycling fee until January 1, 2030, to curb rising car prices and increase their affordability for buyers. This initiative was put forward by representatives of the LDPR party, who prepared the relevant bill.
The authors of the initiative believe that the automotive market has faced significant price pressure in recent years due to rising production costs, changes in logistics, currency fluctuations, and increased mandatory payments for vehicle production and import.
According to the deputies, the temporary abolition of the recycling fee will help contain further price increases for vehicles and reduce the burden on buyers. The explanatory note to the bill states that the initial purpose of the fee – financing future vehicle recycling – has over time become one of the factors contributing to rising car costs.
Party Chairman Leonid Slutsky stated that due to increased recycling fee rates and new calculation rules, some car models have become 1-1.5 million rubles more expensive after all mandatory payments. He noted that the size of the fee particularly affects the cost of cars with more powerful engines and larger engine volumes.
From January 1, 2026, recycling fee rates increased by 10-20%, further increasing car purchase costs. According to Avtostat agency, the average price of a new passenger car in Russia in the first half of 2026 reached 3.78 million rubles, and a used car – 1.36 million rubles.
If the proposal is accepted, the market could see one of the most significant revisions of automotive payments in recent years. The bill must now be considered by the State Duma.
