The State Transport Leasing Company received 2.3 billion rubles from the National Wealth Fund for the renewal of the river fleet, TASS was informed by the GTLC press service. The funds will be used for the construction of 34 dry cargo barges of project RBD4608 and two tugboats of project TSK-395M at the Cherepovets Shipyard.
Financing is organized through a closed subscription by the Ministry of Finance for GTLC bonds. The coupon yield for the first three years is set at 0.01% per annum, then 1.83%. The issues also provide for a three-year grace period without nominal payment. The investment project, implemented with the support of the Ministry of Industry and Trade, provides for a “zero” advance payment and a preferential leasing rate for Russian shipping companies.
The RBD4608 barge, 47 meters long, is designed for transporting general, packaged, containerized cargo in the hold, and bulk grain. The TSK-395M tugboat, 22.55 meters long with two engines totaling 960 kW, is capable of towing non-self-propelled vessels, including pushing. Essentially, the state recapitalizes the leasing company with almost free money so that shipowners receive a new fleet without upfront payments – a scheme similar to that already developed for aviation and bus leasing.
