From September 1, 2026, major banks must provide clients with access to the digital ruble. Through a banking application, it will be possible to create a wallet, transfer money, and pay for purchases. No one will be forced to switch to the new currency form – cash and regular accounts will continue to operate.
The wallet itself is stored not in a commercial bank, but on the Central Bank's platform. Therefore, it will not disappear when changing banks: access can be obtained through another connected application. Transfers between citizens will be free, and payments will be made via a universal QR code – almost like through the SBP.
From September, sellers with annual revenues exceeding 120 million rubles will be obliged to accept such payments, provided they meet the conditions established by law. Businesses will need to open an account and configure cash registers, but separate equipment will usually not be required. Outlets with revenues less than 5 million rubles and stores without internet have received an exception.
Fines are provided for unjustified refusal of payment: up to 30 thousand rubles for entrepreneurs and officials, and up to 50 thousand for companies. Salaries, pensions, and benefits will not yet automatically be converted to digital format – such payments are only being tested, and receiving them in digital rubles will only be possible with the person's consent.
