From September 1, 2026, updated aviation rules will come into force in Russia, changing passenger service procedures, assistance for passengers with reduced mobility, and certain onboard service requirements. The new document was prepared by Rosaviatsia, as announced by the head of the Ministry of Transport, Andrey Nikitin.
According to the minister, the new norms are intended to replace existing requirements that no longer correspond to modern aviation development conditions. The document establishes more up-to-date rules for airline interaction with passengers and defines the procedure for assisting people who require additional support during flights.
One notable change will be the prohibition of separate seating for young children and parents. When seating passengers, airlines will no longer be allowed to separate a child from accompanying adults.
Andrey Nikitin noted that the Russian aviation industry needs modern service standards, as previous requirements were formed several decades ago and no longer meet current realities.
The new rules are aimed at improving the quality of passenger service and creating uniform requirements for carriers across the country.
