The Russian Government Office has decided to expand the use of AI services to all employees after a six-month pilot. More than 130 people from eight White House departments participated in the test, evaluating four solutions from Sber and Yandex: "Alisa AI", AI Platform, "Neuroyurist", and "GigaChat".
Neural networks were not used for abstract experiments, but for ordinary bureaucratic routine: preparing meeting minutes from transcripts, routing citizen appeals, compiling reports, comparing document versions, and even drafting press releases. About 80% of the pilot participants actively started using such tools.
From the very beginning, we proceeded from the fact that AI services are in demand and effective only when they are integrated into specific work processes of employees, and at the same time, the basic principle "AI suggests – a person makes the final decision" is maintained.
For security, the work was divided into two circuits. The open circuit is used for public documents, open sources, and operational analytics. The closed, official circuit does not provide internet access.
Now, AI is planned to be integrated into all departments of the government apparatus and linked to the electronic document management system. The next step is federal agencies and regions: by order of Dmitry Grigorenko, the Treasury must place the tested services in the state system "Upravlenie". The possibility of providing them to the subjects for free is also being discussed.
Experts believe that this is not about mass layoffs of officials, but about redistributing the workload. The main risk lies elsewhere: AI can free up time from routine, but this time can easily be filled with new bureaucracy – just with neural network support.
