AI in a Child's Hands: Russia Approves First GOST Standard for Smart Toys

The new standard will come into effect on September 1, 2026, and will set requirements for safety, data, and parental control.

Rosstandart has approved the first GOST standard for toys with artificial intelligence technologies. The document will come into effect on September 1, 2026, and for the first time introduces a unified approach to safety and responsible use of AI in children's products.

The standard applies to toys for children aged 1 to 14 years. This may include interactive dolls and figures with speech recognition, robotic toys, smart devices, game consoles, and accessories with artificial intelligence elements. Rosstandart noted that the document has no international counterparts.

The GOST standard establishes requirements in several areas. In addition to physical, mechanical, and fire safety, it includes norms for digital and information protection. Psycho-emotional safety is also specifically considered: toys should not use scenarios that could cause fear, anxiety, aggression, or excessive attachment in a child.

Special attention in the document is given to children's personal data. The standard provides for minimizing collected information, parental consent, restrictions on data transfer to third parties, secure storage and transmission of information, as well as separate requirements for the use of biometrics.

For manufacturers, the new GOST standard should serve as a guide when developing next-generation toys. Companies will need to consider the child's age, parental control, transparency of AI functions, and data protection already at the product design stage.
