The electronic medical record became the most sought-after social service in Moscow by the end of 2025. As Elena Shinkaruk, chairperson of the capital's public services committee, told TASS in an interview, the electronic diary and the school service "passage and meals" also became leaders. These three digital tools closed the daily needs of millions of Muscovites – from health to education – in a completely online format.
At the same time, the capital authorities revised paper procedures. It is now possible to apply for a birth certificate or marriage registration without leaving home. However, the document itself, which requires a special form, is still issued in person. "Thus, instead of two trips to public service centers, only one is needed," Shinkaruk explained.
In fact, Moscow has closed the digital loop where legislation allows. This transforms the urban ecosystem of public services into a seamless mechanism, where doctor's appointments, a child's diary, and marriage registration are available in one window – from a phone.
