The tugboat "Kapitan Ushakov" (Project 23470), partially submerged at the Baltic Shipyard's berth, will begin to be raised at the end of May. Specialists from "Baltspecflot" company have already started preparatory work.
The "Kapitan Ushakov" was being completed at the Baltic Shipyard under an order from the Ministry of Defence. The work was carried out by specialists from the Yaroslavl Shipyard (YSZ). On the night of August 9, 2025, the vessel capsized and partially sank.
The management of the Port of St. Petersburg ordered the tugboat to be raised from the water within 3 months. However, due to financial problems, YSZ could not fulfill this requirement. As a result, the semi-submerged vessel spent 10 months in the water.
Yaroslavl shipbuilders have not yet been able to assess the damage caused. After the vessel is raised and a defect assessment is carried out, the cost of repairs will become known.
If the hull is not damaged and the water has not affected the main mechanisms, the cost of restoring the electronics could be up to 500 million rubles. In case of partial damage to electronics and main systems, as well as repairs to the coating, the amount will increase to 900 million rubles. This estimate was previously provided by Mikhail Burmistrov, CEO of "Infoline-Analitika" agency.
At the same time, YSZ faces additional expenses — fines and penalties for breaching the contract. The enterprise will also have to pay for the vessel's salvage operation.
