The Ministry of Construction of Russia has approved the procedure for using the MAX messenger for managing organizations to interact with residents of apartment buildings. According to the agency's response to a request from Deputy Vladimir Koshelev, all legally significant requests must be sent through a chatbot integrated with the State Information System of Housing and Communal Services (GIS Housing and Utilities). General chats where residents discuss issues are not an official communication channel — management companies have the right to respond to them without legal consequences. From September 1, 2026, UK, HOA and housing cooperatives are required to provide the possibility of such interaction through MAX.
Technical implementation: chatbot as a gateway to GIS Housing and Utilities
"Information interaction using the service is carried out through integration with the system through the GIS Housing and Utilities chatbot," — Konstantin Mikhailik, Deputy Minister of Construction and Housing and Communal Services of the Russian Federation.
The chatbot acts as a single technical interface between the messenger and the state information system. All requests sent through it are automatically registered in the GIS Housing and Utilities with the assignment of a number and date of receipt. Management organizations are required to consider such applications within the timeframes established by housing legislation and be held responsible for their failure to comply. Messages left in general chats (groups of the house, entrance) are not transmitted to the system and do not create legal obligations for the UK.

What changes from September 1, 2026
According to previously adopted norms, from September 1, managing organizations are required to provide residents with the possibility of official interaction through the MAX messenger. The Ministry of Construction clarified that this requirement is met precisely through integration with the GIS Housing and Utilities chatbot, and not through the creation of general chats. A single technical interface standardizes the acceptance and accounting of applications for all organizations.

Previously, management companies could accept applications in any messengers without being tied to the state system. For residents, this means that complaints and requests sent to general chats can be ignored without consequences for the management organization — they must be sent strictly through the chatbot.
