An industrial technopark, \"K. E. Tsiolkovsky House of Airship Builders,\" will appear in Tolyatti — a site for the development and production of airships for various purposes. The plans were announced by acting Minister of Economic Development and Investments of the Samara Region Pavel Fink.
The project was initiated by the Penza-based company Stankomashstroy. On the day of the announcement, Tolyatti hosted a pilot launch of a mock demonstrator airship developed by specialists from Bauman Moscow State Technical University.
According to State Duma deputy Sergey Morozov, who is coordinating the project, the initiative emerged in response to requests from oil and gas and mining companies operating in Siberia, the Far East, and the Far North: they faced logistical problems delivering oversized cargo to areas without airfield infrastructure.
The developers claim that airships make it possible to save up to 80% of fuel compared with airplanes, can land on unprepared sites, and operate in any weather.
In April-May 2026, the project is planned to be submitted to the Ministry of Industry and Trade to obtain official industrial technopark status — this will open access to state support.
According to MAI senior lecturer Yuri Shcherbakov, modern airships do not compete with airplanes and helicopters, but fill niches where those are ineffective — primarily in the Arctic and northern territories, where there are no runways.
