The speaker of the lower house of the Russian parliament, Vyacheslav Volodin, launched a poll among subscribers of his channel in the messenger Max about the need to reduce the total limit of cards. According to him, relevant appeals are received by the State Duma from citizens.
People are asking: to reduce the total limit, citing the lack of need for such a number of bank cards, to increase the number of cards allowed to be issued in one credit institution, as the restriction may force them to use the services of several banks regardless of personal preferences of citizens.
Authorities in Russia are consistently tightening legislation aimed at preventing illegal actions by fraudsters, including those related to the use of bank cards. This concerns the fight against droppers (involving citizens in various schemes for "laundering" and cashing out money).
In particular, State Duma deputies adopted in the first reading a bill that proposes to introduce a limit on payment cards of up to 5 pieces in one bank and up to 20 pieces — in all financial organizations. The authors of the initiative believe that it is necessary to empower the Central Bank to revise the limits.
On July 5, 2025, Law No. 176-FZ came into force in Russia, providing for amendments to Art. 187 of the Criminal Code of the Russian Federation. The document establishes criminal liability for citizens who have transferred bank cards, account numbers, logins and passwords to enter online banking to third parties for the purpose of dropping. Perpetrators face up to 3 years in prison and a fine of up to 300 thousand rubles, and organizers of the money "laundering" scheme — up to 6 years in prison and a fine of up to 1 million rubles.
