Russia Refuses to Transfer Control of Zaporozhye Nuclear Power Plant to the United States

Russia has rejected a proposal to transfer full control of the Zaporozhye Nuclear Power Plant (ZNPP) to the United States and allow Washington to distribute the generated electricity equally between Moscow and Kyiv, Reuters reports, citing sources familiar with the negotiations.

The status of the plant remains a matter of contention. Washington and Kyiv considered including the ZNPP issue in a possible ceasefire agreement by March.

In December 2025, the ZNPP transitioned to the organizational structure of the "Rosenergoatom" Concern. According to the Russian operator, this guarantees stable and safe operation.

The Russian side is ready to export ZNPP energy, including in partnership with the United States, but operation, ownership, and control must remain with the Russian organization, emphasized Alexey Likhachev, Director General of Rosatom.

Earlier in December 2025, the IAEA announced a temporary ceasefire around the plant to repair a power line damaged on December 16. Ramil Galiev, Director General of ZNPP, noted that the plant could be fully launched in 2027, provided that hostilities cease.
