The Ministry of Internal Affairs Will Tighten Oversight of Vehicle Inspections

Law enforcement wants to introduce new measures against the falsification of diagnostic cards

The Russian Ministry of Internal Affairs has developed a draft resolution allowing police to promptly block fraudsters on the internet engaged in selling fake diagnostic cards. At the same time, vehicle inspection operators will no longer check the mileage of every car during inspection. The changes will take effect on September 1, 2026.

About 3,500 vehicle inspection operators operate across the country, issuing more than 9 million diagnostic cards annually, 64% of which are for passenger cars. The Ministry of Internal Affairs wants to strengthen the fight against fraud. Unscrupulous companies are ready to issue vehicle inspection documents for cars that were not even physically presented for inspection.

If two violations are recorded for a vehicle inspection operator within a year, the Ministry of Internal Affairs will pass the information to the Russian Union of Motor Insurers (RSA). Experts will conduct an inspection, and if the data is confirmed, the company may be stripped of its accreditation. Subsequently, the police will disconnect it from the EAISTO database.

Since 2022, car owners in Russia have been relieved of the obligation to undergo technical inspection of passenger cars and motorcycles. Now a vehicle must be presented for inspection only when it is sold or ownership changes (if the car is more than four years old), as well as when modifications are made to its design.
