New State Corporation to Appear in Russia: "United Microelectronics Company" to Unite Key Industry Assets

A full-cycle mega-corporation for the production of microchips will be created in Russia. The new holding company, "United Microelectronics Company" (OMK), will unite key industry assets and become the core of the state strategy for the development of microelectronics until 2030.

According to sources, 1 trillion rubles will be allocated for the development of OMK, of which 750 billion will come from the federal budget, and 250 billion will be invested by Sberbank. The funds will be used to train personnel, build production facilities, and create infrastructure — chemical and technological lines, materials, and equipment. It is planned to launch a plant for the production of microchips with a topology of 28 nm and smaller, as well as the development of "NM-Tech" production sites in Zelenograd.

The development strategy of the new corporation must be approved by the Government by March 1, 2026, by a separate decree of the President of Russia. According to industry sources, the company may be headed by businessman Denis Frolov, the owner of Baikal Electronics and Astra companies.

OMK will unite leading Russian microelectronics enterprises, including NM-Tech, Element, and later Angstrom, which is in a difficult financial situation. The consolidation is designed to improve management efficiency and create a national semiconductor production chain — from development to mass production.

The program will be partially funded by a new technology levy, which will be charged from September 1, 2026, on the import and production of electronics — smartphones, laptops, household appliances. The funds will go to a fund to support domestic microelectronics, which will be operated by the Ministry of Industry and Trade.
