1.2 Billion Euros Recovered from Russian Strategic Microchip Plant

The appeal satisfied the requirements of VEB.RF and the prosecutor's office to the "Angstrem" enterprise

The state corporation VEB.RF, with the support of the Moscow Prosecutor's Office, through an appeal, secured the recovery of 1.2 billion euros from the microelectronic enterprise "Angstrem". The court overturned the decision of the first instance, which released the plant from obligations due to the termination of the guarantee agreement.

The debt passed to "Angstrem" as a guarantor for the obligations of "Angstrem-T". In 2008, VEB.RF opened a credit line of 815 million euros for the construction of a production facility for submicron microchips with norms of 0.11–0.13 μm.

However, the project was never implemented, "Angstrem-T" went bankrupt, and the amount of debt with interest and penalties increased to 1.3 billion euros.

In August 2025, the court recognized the guarantee agreement as terminated from the end of 2018, citing the sale of 100% of "Angstrem-T" shares by VEB.RF for 1 ruble. "Angstrem" claimed that it had lost collateral worth 892.3 million rubles and lost corporate security.

In the appeal, the court pointed out that the plant could have challenged the transaction immediately after its completion in 2018, but did not do so, therefore the statute of limitations had expired. The court recognized the sale of shares for 1 ruble as the right of the pledge holder and did not consider it a sign of bad faith.

As a result, "Angstrem" was again recognized as a debtor for obligations of 1.2 billion euros.

The official website of "Angstrem" states that the company is the leading Russian enterprise with a full cycle of production of microchips and power semiconductor devices.
