The Russian government intends to monitor measures to protect pensioners from Internet and telephone fraud. The activities are scheduled until 2030.
The Ministry of Finance and the Ministry of Internal Affairs of Russia have been appointed responsible for the implementation of this analysis. Every year, after the completion of the monitoring, they will provide reports to the Ministry of Labor of Russia.
The purpose of the monitoring is to develop recommendations for changing legislation if this proves necessary to strengthen the protection of pensioners from fraud.
At the end of December 2025, the government proposed a second package of measures aimed at protecting citizens from cyber fraud. The new initiatives include restoring access to an account on «Gosuslugi» only through reliable methods.
As part of the second package of measures, the introduction of children's SIM cards is also expected to reduce the likelihood of involving teenagers in fraudulent schemes. In addition, the number of bank cards per individual will be limited to 20.
Measures include marking international calls and the ability to report fraud through the public services portal.
Russian President Vladimir Putin noted that the measures already taken to combat telephone fraud have shown their effectiveness: a decrease in crimes by 7% was recorded, and the amount of damage decreased by 33%.
