FAS Orders MTS to Return Money to Subscribers for Illegal Tariff Increase in Spring 2024

Following the agency's decision, the operator paid 664 million rubles to the Russian budget

MTS transferred 664 million rubles to the federal budget, which were received as a result of the illegal increase in tariffs in the spring of 2024. This was announced by the Federal Antimonopoly Service (FAS), noting that the payment was part of a settlement agreement between the agency and the operator.

This refers to the increase in the cost of services in April–May 2024, when MTS increased tariffs by an average of 8% for more than 30 million subscribers. The FAS recognized the increase as economically unjustified and infringing on the interests of consumers. This position was supported by the Arbitration Court of Moscow. After the court decision, the operator offered to settle the dispute amicably and returned all illegally obtained income to the state.

According to the terms of the agreement, MTS is also obliged to offer subscribers affected by the increase seven compensation options by January 16, 2026. Among them are the return of tariffs to the level of April–May 2024, a cashback of 8% of monthly charges for a year, as well as additional packages of minutes, internet and other services.

In addition, according to the FAS order, the operator must invest 2.4 billion rubles in the development of communication networks in small settlements with a population of less than 1,000 people. The list of such settlements will be determined by the Ministry of Digital Development of Russia.
