Multifunctional Migration Center launches a project to create crypto booths

The Multifunctional Migration Center (MMC) of Moscow is initiating the development of the "Foreign Citizen" software and hardware complex. The system will allow migrants to independently perform fingerprinting and photographing processes. About 100 million rubles have been allocated for the creation and testing of the first crypto booth. Similar technologies have previously been implemented for issuing foreign passports for Russians. The Moscow MMC has announced a competition for the design and pilot operation of "Foreign Citizen."

92 million rubles have already been allocated for the initial stages of development. The MMC is holding an open competition to select contractors; applications are accepted until December 19, 2025. The crypto booths are expected to be ready by the end of 2026.

The MMC is facing queues of migrants wishing to obtain documents for working in the country. In September 2025, the service was unable to cope with the flow of applicants, and the queues numbered thousands of people.

A technical project has already been developed for the implementation of the "Foreign Citizen" complex. The contractor must provide three smart crypto booths and several automated workstations. The booths will support multiple languages, including Russian, Tajik, and English.

The booth software will run on Astra Linux Special Edition 1.7, and the server side will use C++ and Python languages.
