A bill has been introduced in the State Duma that grants participants in cases of administrative offenses the opportunity to copy materials and obtain records.
Currently, the Code of Administrative Offenses (CAO) of the Russian Federation restricts citizens in their right — they can only familiarize themselves with the case materials. Meanwhile, other legislative acts, such as the Civil Procedure Code (CPC) and the Code of Administrative Procedure (CAS), allow participants in the proceedings to make copies, take excerpts, and use technical means to obtain the necessary records.
According to the bill introduced in the State Duma, participants in an administrative case will be able to make excerpts from the materials, make copies of documents using their own devices, and receive copies of audio and video recordings related to the case. They will be able to not only photograph or video the screen of a traffic police officer's device, but also take a copy of these files on a flash drive.
The authors of the initiative believe that this will significantly change the approach to resolving contentious issues that often arise among motorists. The government has already supported the bill.
