Vehicle inspection in Russia proposed to be checked using road cameras

The Russian Union of Auto Insurers came up with the initiative

The Russian Union of Auto Insurers (RSA) has proposed connecting road cameras to the vehicle inspection control system. If the RSA proposal is adopted, then in 2026, taxis, trucks and buses will be subject to technical inspection via cameras.

Sergey Efremov, Director of Asset Protection at RSA, stated that
passenger taxis owned by individual entrepreneurs often do not undergo vehicle inspection. Most of these cars are more than ten years old and need regular technical inspections.

There is also a problem with trucks that also do not pass inspections and go out on the road. It must be understood that if an accident occurs due to a malfunction of a heavy truck, then due to the large mass of the car, the severity of the consequences is high.

Automatic vehicle inspection is supposed to be implemented by integrating the "Pautina" and the Unified Automated Technical Inspection System (EAISTO).

The idea to strengthen control over vehicle inspection is generally understandable. But it is important to remember that the very fact of passing the inspection does not mean that the car is in good condition. Digital technologies make it possible to solve this issue more effectively. The taxi market has already gone through a serious stage of digitalization.

Who in Russia needs to undergo vehicle inspection?

Currently, vehicle inspection is mandatory for passenger taxis, trucks and buses. In case of its absence, a fine of 2,000 rubles is provided. According to statistics, in 2024, 5.9 million diagnostic cards were issued for passenger cars, of which only 0.8% had malfunctions. For trucks, this figure was 0.9%, and for buses – 3%.
