The Ministry of Digital Development (Ministry of Digital Affairs) plans to fine subjects of critical information infrastructure (CII) who do not manage to switch to Russian software.

The goal of the measure is to prevent large companies from "sitting it out in the rear with reference to the fact that there are no adequate Russian solutions," Shadaev said.
The government has already determined the lists of projects related to critical infrastructure for each industry. A uniform deadline for switching to domestic software will be set for all organizations — November 1, 2028. At the same time, the deadline may be extended if industries do not yet have ready-made Russian solutions, plus two years for software replication. Exceptions are possible for individual hardware and software systems.
Shadaev noted that different ways to stimulate the transition to domestic solutions were discussed earlier, including a tax on the use of foreign software, but the industry did not support this idea. Now, the Ministry of Digital Affairs intends to apply an "element of coercion", since the high demand for Russian software has decreased, and many companies continue to work on foreign products.
