The reason was the debts of the general contractor PSO Kazan, exceeding 51 million rubles

The sites of the Angara launch complex at the Vostochny cosmodrome in the Amur Region have been disconnected from electricity due to debts, the press service of the Far Eastern Energy Company (DEK) reported on November 5, 2025. The energy company also intends to apply to the court with a request to declare the contractor PSO Kazan LLC bankrupt.

DEK's message notes that the debt of the general contractor for the construction of the second stage of the cosmodrome exceeds 51 million rubles. The restrictions affected the facilities of PSO Kazan LLC, used at the site of the Angara KRS launch complex. In addition to suspending energy supply, the company plans to initiate bankruptcy proceedings against the debtor.

The press service notes that the energy company had previously made concessions to the general contractor. In March 2025, the disconnections were canceled after guarantees were provided, while the debt was about 24 million rubles. In early October, PSO Kazan provided new guarantees with an obligation to pay 23.1 million rubles by October 20, but the payment was not made.

DEK emphasized that the monthly energy consumption of the debtor's facilities is about 4 million rubles. The company said that they were forced to limit supplies and go to court to protect the interests of the region's power system.
