State Duma Says Drivers May Be Fined for Prolonged Car Warm-Up in the Yard

There is no separate fine for such actions in the legislation

Pavel Fedyaev, First Deputy Chairman of the State Duma Committee on Transport and Development of Transport Infrastructure, stated that drivers in Russia may be fined for prolonged engine warm-up in the yards of apartment buildings. The politician emphasized that a video recording could serve as proof of the violation. However, there is currently no separate fine for such actions in the legislation.

According to Article 12.28 of the Administrative Offenses Code of the Russian Federation (Violation of the rules established for the movement of vehicles in residential areas), the amount of the fine for prolonged engine warm-up in the yard of an apartment building may be 1,500 rubles in the regions and 3,000 rubles in Moscow and St. Petersburg.

Fedyaev noted that it does not matter how the engine was started — in the traditional way or with the help of an auto-start system. If the car is standing with the engine running longer than the permitted time, this is considered a violation of traffic rules, which may entail a fine.

It should be noted that Article 12.28 of the Administrative Code stipulates that in residential areas (indicated by special signs — a blue rectangle with outlines of buildings, cars, and moving children) it is prohibited to conduct training driving, make through traffic, and stand with an unmuted engine for more than five minutes.
