The developer of the Rassvet satellite communication system, Bureau 1440, is being considered as an internet provider for the high-speed railway (HSR) between Moscow and St. Petersburg. The information came from a source in the radio electronics market.
The company has already started developing internet terminals for installation not only on HSR trains, but also on other rolling stock.
Earlier, Russian Railways and Bureau 1440 signed an agreement providing for the development of digital services using a satellite low-orbit constellation, as well as the creation of in-demand IT solutions for the industry. In early October 2025, the head of Russian Railways, Oleg Belozerov, stated that Russian low-orbit satellites are planned to be used to provide communication for HSR trains. "Rassvet" belongs to this type of spacecraft.
At the same time, experts find it difficult to estimate the cost of equipping trains with satellite internet.
This is a completely new solution; there are no special railway antennas on the world market.
Connecting HSR trains to the internet has its own peculiarities. Due to the high speed, cellular communication may either be absent or function inefficiently. Foreign systems such as Starlink, OneWeb, or SpaceSail are not legalized on the Russian market. This makes the development of "Bureau 1440" particularly relevant.
