A St. Petersburg court has announced the verdicts for the defendants in the case of the multi-million dollar embezzlement of funds from the Ministry of Defense of the Russian Federation during the construction of submarines at JSC "Admiralty Shipyards" (part of the United Shipbuilding Corporation, USC).
According to the press service of the court, Valery Pshenichny, shareholder and financial director of JSC "NovIT PRO", Gleb Emelchenkov, head of the engineering center of JSC "Admiralty Shipyards", Andrey Petrov, general director of JSC "NovIT PRO", Vladimir Baikov, chief engineer of JSC "Admiralty Shipyards", and other unidentified persons created an organized criminal group.
The essence of the case
From May 2012 to January 2018, the above-mentioned persons stole funds from the Ministry of Defense under a state order for the development of 3D models of the hull, general ship systems and equipment for submarines of projects 636 and 677.
Emelchenkov – 2 years and 5 months in a general regime penal colony with a fine of 900,000 rubles. The court credited the term of the preventive measure, and therefore the punishment in the form of imprisonment is considered served. The civil claim of the Ministry of Defense was partially satisfied: 332 million rubles were recovered from Emelchenkov, and 345 million rubles were recovered jointly from the defendants.
Amount of embezzlement
After that, the company issued an invoice for non-existent work, and "Admiralty Shipyards" transferred more than 460 million rubles as an advance payment. These funds, received from the Ministry of Defense, were stolen by the participants in the scheme.
Also, from May 2012 to January 2018, they stole budget funds from the Ministry of Defense under a state order for the development of a three-dimensional model of the hull, general ship systems and equipment for order project 636.3. The amount of damage amounted to at least 368 million rubles.
