Roskomnadzor wants to solve the problem with calls from fraudsters from abroad

Scammers have begun to actively use Russian SIM cards in roaming for calls. Roskomnadzor is considering the possibility of introducing partial restrictions. This was announced by the head of the RKN, Andrey Lipov.

According to him, the "Antifraud" system checks 400–600 million calls daily and blocks 1–2 million calls where signs of number spoofing are detected. Blocking occurs if the call is initiated not by the operator itself, but by a fake source. 1,108 operators are connected to the system.

In order to solve the problem of abuse when making calls from roaming, the department checks the work of operators and requires them to clean up databases of fake users. Operators also began to transmit information about SIM cards located abroad to Roskomnadzor platforms and messengers in online mode.

Partial restrictions may apply to accounts and numbers registered on SIM cards in roaming. At the same time, it is planned to develop a system of exceptions for Russians who travel abroad for work or on vacation. A similar approach is already used by messengers: they restrict calls from foreign numbers, but give users the opportunity to create lists of trusted contacts.

Lipov noted that up to 60% of citizens use other people's SIM cards, so it is necessary to improve work with cards and digital platforms. Roskomnadzor is discussing the possibility of online verification of SIM card ownership through its systems. The department sent all proposals to the government for inclusion in the second package of measures to combat fraud.
