The Russian Ministry of Finance is considering lowering the requirements for obtaining the status of a "highly qualified" investor, said Alexey Yakovlev, Director of the Financial Policy Department of the Ministry of Finance, at the Eastern Economic Forum (EEF-2025). This will increase the number of participants in the experimental legal regime (EPR) for organized cryptocurrency trading.

Currently, to obtain the status of a "superqual", investors must have investments in securities and deposits totaling more than 100 million rubles, and their income for the previous year must exceed 50 million rubles. Yakovlev noted that these criteria are being discussed and may be lowered, but specific parameters have not yet been determined.

In March 2025, the Bank of Russia proposed creating an EPR for three years so that a limited circle of investors could conduct transactions with cryptocurrency. At the same time, the Central Bank advocated a ban on cryptocurrency settlements between residents outside this regime and the introduction of liability for violations. The regulator explained that cryptocurrencies are not considered a means of payment.

EEF-2025 is taking place in Vladivostok from September 3 to 6. The forum is a platform for discussing economic issues, including the development of the Far East and international cooperation.
