Tax on robot labor may be introduced in Russia

Authorities are discussing a fee for the use of automation

Deputies and officials are considering the idea of introducing a tax on the use of automated solutions — robots. This was stated by Anatoly Nikitin, a deputy of the Moscow Regional Duma and an economist. According to him, such an initiative is needed to compensate for the reduction in insurance contributions due to the replacement of people by robots. It will ensure a balanced technological transformation.

The deputy believes that automation in the country should be carried out in parallel with the training of personnel and adaptation of professions. He explained that the changes should be beneficial to businesses and employees. The deputy said that automation is actively underway in a number of professions: from CNC operators to cashiers, especially in mechanical engineering. This sector employs about 1.1 million people in 22 thousand enterprises.

The deputy cited data on the salaries of CNC operators in 2025: the median salary is about 70 thousand rubles, vacancies range from 50 to 89 thousand rubles (in Moscow and St. Petersburg 83–85 thousand), specialists without experience receive 40–60 thousand, experienced ones — 90–130 thousand rubles, depending on the region and enterprise.

Nikitin emphasized that robots are already taking over routine operations — ticket sales, standard requests, basic equipment management. This does not give a complete replacement of a person: in non-standard situations, in case of defects or technical failures, qualified intervention and prompt decision-making are required.

Let us remind you that in 2025, employers pay contributions — 22% for compulsory pension insurance, 5.1% for compulsory health insurance, and contributions for social insurance and accident insurance. Previously, deputies also proposed regulating the use of AI in election campaigning.
