The Minister of Economic Development of the Russian Federation, Maxim Reshetnikov, proposed to mark the accounts of buyers who regularly refuse to redeem orders on marketplaces. The initiative is aimed at reducing the costs of sellers and is being discussed as part of the preparation for the new law on the platform economy.
Reshetnikov announced the proposal during a meeting with entrepreneurs in the Rostov region. He noted that mass orders followed by refusal lead to damage to goods and increased logistics costs. The Ministry of Economic Development, together with marketplaces, will work out control mechanisms, including possible marks in the profiles of such buyers.
The problem really exists: when consumers behave unscrupulously - they massively order goods to different points of delivery, and then refuse to purchase. This creates difficulties in distinguishing between the actions of ordinary buyers and cases of unfair competition.
The law on the platform economy will come into force on October 1, 2026. By the end of 2025, the department plans to agree on regulatory changes with businesses and adapt the IT systems of marketplaces.
