The authorities are developing a pilot project for the sale of age-restricted goods through marketplaces, subject to confirmation of the buyer's age using biometrics. The departments were supposed to prepare and provide a report with the results by June 24.
The pilot considers the use of the Unified Biometric System (UBS) for the sale of energy drinks, pyrotechnics and some other goods that have age restrictions. The sale of alcohol is not yet planned, since its purchase online is directly prohibited by 171-FZ, but there are no technical restrictions for this and it can be implemented if a regulatory framework is subsequently formed.
The mechanism itself remains unclear: marketplaces do not have a sufficient degree of protection of personal data from leakage of such confidential information, and users, as a rule, are reluctant to provide their biometric parameters to non-governmental organizations. In addition, this method of sale may not be suitable for international marketplaces, such as AliExpress or Ozon Global, due to contradictions with foreign norms.
