State Duma Adopts Law on Mass Implementation of Digital Ruble from September 1, 2026

Banks and trading companies will be required to ensure the acceptance and use of the new form of money

The mass implementation of the digital ruble in Russia will begin on September 1, 2026. From this moment, the largest banks will be required to provide customers with the opportunity to open digital wallets, make transfers, and pay for goods and services.

The obligation to accept digital rubles also extends to trading companies with revenue exceeding 120 million rubles, served by these banks.

From September 1, 2027, connecting to the digital ruble platform will become mandatory for other banks with a universal license and their clients from among trading companies with revenue from 30 million rubles per year.

By September 1, 2028, the digital ruble should be available in all banks and from sellers with smaller turnovers. Companies with annual revenue of less than 5 million rubles are exempt from obligations.

The law also introduces a universal QR code based on the National Payment Card System. It will simplify payment without cards and combine different payment methods — from the Faster Payments System to installment services and the digital ruble. All banks must ensure technical readiness for the use of such a QR code by September 2026. The service from NSPK will be free for banks.

The digital ruble will be used on par with cash and non-cash funds. Opening a wallet and conducting transactions will be free for citizens, while the use of digital currency remains voluntary.
