Amendments will protect consumers from uncontrolled spending

In Russia, new rules will come into force on September 1, 2025, prohibiting online services from automatically debiting money from bank cards for subscriptions without the explicit consent of the client. Now, if a user has removed their card details from their personal account, the service is obliged to provide the ability to block debits using this data.

The amendments will also simplify the process of canceling subscriptions: termination of the contract and cessation of regular payments will be strictly regulated by law. This will help protect consumers from unnoticed debits and complex cancellation procedures.

An exception is made for services related to mobile communications; the new rules do not apply to them.

Experts point out that many services currently do not adequately inform users about payment deadlines and how to cancel subscriptions, which causes complaints.

The amendments will protect users from unplanned expenses and fraudulent debits, and make the subscription management process transparent and convenient. This will increase confidence in digital services and simplify control over personal finances.
