State Duma to Consider Bill on Regulating Online Subscriptions for Russians

It is planned to include clauses that will help protect citizens from excessive charges from cards

The Chairman of the State Duma announced the consideration of the relevant new bill in his Telegram channel.

This week, we will begin considering a bill that was developed to make the provision of paid services by digital services and platforms more transparent for citizens. It is proposed to include information on the term of validity, amount, and payment period, and the procedure for refusing services in the online subscription agreement. The agreement itself will be valid only until the last day of the paid period. All this will avoid excessive debiting of funds from the bank accounts of residents using digital subscriptions.

He noted that there have been many complaints from the public regarding such services, and noted that it is necessary to legally regulate the provision of such services and protect the rights of users.

Online subscriptions have become very popular among Russians in recent years. In particular, according to a recent survey conducted by the DDX Fitness network of fitness clubs in August 2024, most of their respondents (45%) spend up to 5 thousand rubles per month on subscriptions, 42% spend less than 1 thousand rubles, 5% spend up to 10 thousand rubles, and less than 1% spend from 10 to 20 thousand rubles.
