At the meeting of the State Commission on Radio Frequencies (SCRF) on April 16, 2025, the key issue was the allocation of the 2483.5–2495 MHz band for technological communication networks of the Pivate LTE standard.
Despite active lobbying by Rosatom and the Ministry of Energy, the commission did not approve the project, instructing the Ministry of Digital Development to finalize it jointly with interested departments. The final decision has been postponed to Q3 2025.
The main disagreements are related to the risks of interference to public networks and the need to ensure security. As experts noted, unlicensed use of frequencies by enterprises may disrupt the operation of critical infrastructure. Global experience (Finland, Japan) shows that the allocation of such ranges requires strict regulation to prevent collisions.
The 2483.5–2495 MHz range is being considered as the basis for the development of the Industrial Internet of Things (IIoT) and smart manufacturing. However, free access of enterprises to frequencies is limited by the need to balance technological progress and the protection of state interests.
The final version of the project will be submitted to the SCRF for consideration by the end of September 2025.
