From March 1, 2025, the rules for holding general meetings of homeowners have changed in Russia: now absentee voting via the Internet is considered legitimate only in the state system GIS Housing and Utilities or in approved regional information systems.
All votes initiated after this date in third-party services (for example, on the websites of management companies or in messengers) are considered legally invalid.
It also became mandatory to post notices of meetings in the system, regardless of the form of holding (in person, in absentia, or in absentia with in-person discussion). After the publication of the notification, owners receive three types of messages in their personal account on the Gosuslugi portal: 10 days before the start of voting, on the day of the start of voting, and after its completion — with the results. It is considered that the notification has been officially received from the moment the user enters their personal account.
You can vote both through the GIS Housing and Utilities and through the Gosuslugi Dom application. This approach allows you to increase the transparency of the process, reduce the risk of falsification and involve more residents in decision-making.
If the owner prefers not to vote online, they can use a paper ballot. In this case, the ballot must contain the SNILS so that the system can match the vote with a specific owner. Despite the concerns of some citizens, SNILS is necessary to protect against forgery of results — the owner can personally check in the system how their vote was taken into account. Those who do not want to indicate their SNILS on paper are advised to use online voting through official channels.
