Electric scooters to be equated with mopeds and motorcycles: Russia may introduce mandatory driver's licenses for scooter riders

The Investigative Committee of the Russian Federation proposed introducing new requirements for electric scooter owners

Electric scooter owners may be required to obtain driver's licenses, and a minimum age for operating them may be introduced — 16 years old. This proposal was made by the Investigative Committee of the Russian Federation, as announced by State Duma Chairman Vyacheslav Volodin.

Electric scooters may be included in the category of vehicles, and the persons using them officially recognized as drivers. This will entail the obligation to comply with all Traffic Regulations. Depending on the power of the electric motor, scooters are planned to be equated to mopeds (category "M") or motorcycles (category "A"), which may require the presence of a corresponding driver's license.

The proposed measures are aimed at improving traffic safety and tightening control over the use of electric scooters, which in recent years have become a popular but controversial mode of transport in cities.
