The measure is aimed at combating "drops" and will not affect bona fide clients

The Central Bank is considering introducing a "reasonable" limit on the number of bank cards that can be issued to one person. This was announced by the head of the Central Bank, Elvira Nabiullina, at a meeting with members of the government.

According to her, this measure is necessary to combat "drops" — intermediaries who help to cash out money stolen by fraudsters. At the same time, Nabiullina stressed that the changes will not affect ordinary citizens, as they do not issue hundreds or thousands of cards. She also noted that similar measures have already been implemented in Kazakhstan.

The head of the Central Bank expressed concern that many of the "drops" are teenagers and young people who are not aware of the consequences of their actions. In this regard, she proposed introducing a requirement for mandatory parental consent to open an account and receive a card for minors. Parents may also be given access to statements of their child's transactions so that they can detect suspicious activity in time and prevent possible offenses.
