The introduction of mandatory liability insurance for owners and users of electric scooters will be an important step towards ensuring road safety. This measure will help protect all road users and guarantee compensation for damage in the event of an accident, said Artyom Sheikin, First Deputy Chairman of the Federation Council Committee on Constitutional Legislation and State Building.
The introduction of mandatory insurance [for owners and users of electric scooters] by analogy with OSAGO could be an effective tool to protect all road users. This measure will provide compensation for damage in the event of accidents and increase the responsibility of electric scooter users.
He stressed that in the event of an accident involving an electric scooter, responsibility for the damage that may be caused often remains unclear. Owners of these vehicles, as a rule, do not comply with all the necessary traffic rules and insurance, unlike drivers of cars and motorcycles, who are required to follow clearly established rules.
This creates difficulties in identifying those responsible for accidents and recovering compensation by victims.
According to him, this issue is particularly acute for private owners of electric scooters. After all, users of kick-sharing services usually have insurance from the operator.
However, even in kick-sharing, regulation remains insufficiently clear, and the responsibility of users is limited. For private owners of electric scooters, there is currently no mandatory insurance or registration mechanism, which complicates the investigation of accidents.
To implement the initiative to introduce mandatory insurance for electric scooter users, it is first necessary to resolve a number of issues that are not directly related to insurance, Sheikin noted.
It is necessary to create a system for identifying owners and users of personal mobility devices (PMD), as well as determine the procedure for recording traffic accidents involving them. In addition, the bill on increasing fines for traffic violations using PMD should be considered.
It is also worth paying attention to the issue of state registration of such vehicles.
