The Eurasian Economic Commission has decided to extend the service life of Russian elevators that were scheduled to be replaced by February 15, 2025, according to the press service of the Russian Ministry of Construction.
The ministry reported that on November 29, the Council of the Eurasian Economic Commission (EEC) approved amendments to the decision of the Customs Union Commission No. 824 of October 18, 2011.
Previously, the technical regulations of the Customs Union stipulated that all elevators that have been in service for 25 years must be replaced or repaired by February 15, 2025. Now, this deadline has been extended by five years — to February 15, 2030.
Thus, the service life of 64,000 elevators older than 25 years will be extended in Russia.
According to the results of an inventory conducted by the Ministry of Construction and Housing and Communal Services jointly with the public-private company "Territory Development Fund", 120,000 elevators will need to be replaced by 2030.
Priority will be given to replacing elevators that have already exhausted their strength reserve.
Based on the results of a technical inspection of the elevator, Rostekhnadzor will issue a conclusion on the replacement or partial replacement of individual components and parts, or on the extension of the elevator's service life, if its technical condition meets safety requirements.
The agency emphasized that the responsibility for carrying out major repairs of apartment buildings, including the repair, replacement, and modernization of elevators, lies with the regions of Russia.
Regions develop and implement their own programs, establish a minimum contribution amount that is used to finance these works. They also provide for the possibility of co-financing works from regional or local budgets. However, elevator owners are obliged to monitor their condition, repair, modernize, or completely replace them in a timely manner.
It is worth recalling that the Ministry of Industry and Trade of Russia reported that almost 90% of elevator equipment in the country was produced by domestic enterprises. Special state support measures are in place for Russian companies.
Earlier it became known that the Ministry of Transport and the Ministry of Construction plan to reduce the number of parking spaces near economy-class houses by 2026. At the same time, it is planned to increase the number of paid parking lots. The main goal of this initiative is to reduce the level of motorization and develop public transport.
